Purpose and legislative background
The Decree-Law is a major consolidation and modernisation of the federal framework for the Central Bank and regulated financial services. It brings central-banking powers, prudential regulation, licensed financial activities, insurance, payment infrastructure, customer protection, financial inclusion, early intervention and resolution into a single statutory architecture.
Article 185 expressly repeals Federal Decree-Law No. 14 of 2018 on the Central Bank and Federal Decree-Law No. 48 of 2023 regulating insurance activities, subject to the transition rules in the new framework.
